James Schield has over 40 years of federal and state law enforcement experience. His federal career includes senior positions with the U.S. Marshals Service (USMS) and the Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC). In his most recent position as a Senior Advisor for DHS/FLETC, he was responsible for promoting information exchange and collaboration between DHS and the Department of Justice (DOJ) on overseas capacity building projects. The role required close coordination on policy matters with the DHS Office of International Affairs and the various law enforcement components involved in international activity.
Mr. Schield spent over 28 years with the U.S. Marshals Service (USMS) and in his last position as Chief of International Operations, he managed overseas operational and technical consulting/training activity across the entire organization, including Investigative Operations, Judicial Security, Tactical Operations, Witness Security, Prisoner Operations, Asset Forfeiture, and the Training Division. He was the primary agency contact for DOJ on international initiatives, as well as other agencies including DHS, Department of Defense, Department of State, and the intelligence community. He also participated in numerous White House National Security Council IPCs, Sub-IPC and interagency working groups addressing international initiatives, crisis response, and emerging threats.
Mr. Schield started his law enforcement career as a deputy sheriff in 1977 and went on to begin his USMS career in the Southern District of California, where he was promoted through the ranks to district management. Recruited to headquarters, he served as branch chief for the International Investigations Branch (IIB) and the Technical Operations Group (TOG). In IIB, he managed the international and foreign fugitive programs, the foreign field offices, world-wide extraditions, international investigative training, and personnel assigned to the Department of Justice-Office of International Affairs, USNCB Interpol Washington, and the El Paso Intelligence Center. In TOG, he managed the Electronic Surveillance Unit (ESU), eight Regional Technical Operations Centers (RTOCs), and the Aviation Surveillance Program.
Mr. Schield has conducted numerous international assessments during his career including police and border training academies in Guatemala, Panama, Ukraine, Albania, Kosovo and Iraq, as well as court security and prison operations in El Salvador, Indonesia and Tunisia.
Mr. Schield holds a Bachelor of Arts degree in Criminal Justice from the University of Wisconsin-Eau Claire. He has been professionally recognized with numerous awards and letters of commendation from the USMS, DOJ, DHS, U.S. Attorney’s Offices, and other federal, state, and local agencies. He is a member of the International Association of Chiefs of Police (IACP), the Federal Law Enforcement Officers Association (FLEOA), United States Marshals Service Association, and the Liaison Officers Association (LOA) of Washington, D.C. He has previously served on the IACP International Policing Steering Committee.
